Scott Strachan, RN, BSN, is a registered nurse, longtime Florida nurse registry owner and administrator, and founder of Nurse Registry Consultant, LLC. His experience in home care began long before he became a consultant. Scott started his healthcare career in 1997 as a Certified Nursing Assistant providing care in clients' homes.
He later earned his Bachelor of Science in Nursing from Penn State and became a registered nurse, gaining clinical experience in medical-surgical nursing, hospice and palliative care, oncology, orthopedics, medical and surgical intensive care, neuro intensive care, cardiac rehabilitation, and in-home care.
Ultimately, Scott returned to the part of healthcare where his career began: care in the home.
Nearly Two Decades Operating a Florida Nurse Registry
Since 2007, Scott has served as Administrator and Owner/President of Abby Services, Inc., a Florida-licensed nurse registry serving Southwest Florida.
Operating a nurse registry for nearly two decades has given Scott firsthand experience with the realities of the model, not simply the licensing requirements. His experience includes caregiver recruitment and registration, independent contractor relationships, client-directed care, referral practices, regulatory compliance, documentation, surveys, emergency preparedness, marketing, operations, and the day-to-day challenges of running a nurse registry.
That practical experience is the foundation of Nurse Registry Consultant, LLC.
Scott works primarily with individuals who want to start a Florida nurse registry and successfully navigate the initial AHCA licensure process. His approach is focused not just on obtaining a license, but on helping prospective owners understand the business they are entering and establish compliant, workable operations from the beginning.
Florida Nurse Registry Leadership & Advocacy
Scott is actively involved in Florida's nurse registry industry and currently serves as Vice President of PCA Florida, the Florida chapter of the Private Care Association.
Through his PCA Florida leadership and broader industry involvement, Scott participates in legislative, regulatory, and policy discussions affecting Florida nurse registries, independently employed caregivers, and the clients they serve.
His involvement includes meeting directly with representatives of the Florida Agency for Health Care Administration (AHCA) as well as engaging with policymakers, including members of the Florida House of Representatives and Florida Senate, on issues affecting the nurse registry industry.
Nurse Registry Educator & Speaker
Scott is a regular speaker and educator on nurse registry operations, independent contractor practices, caregiver registration, regulatory compliance, marketing, and business operations.
At the 2026 Private Care Association National Conference, Scott presented "Preparing Caregivers for Registration Success," focusing on caregiver qualifications, documentation, regulatory requirements, and preparing independently employed caregivers for registration and referral through the nurse registry model.
At the 2024 Private Care Association National Conference, Scott presented "Say This, Not That: A Guide to Appropriate Conversations Regarding Independent Contractors" alongside Tyras Madson of Private Nursing Service in Virginia.
Scott has also developed educational resources and hosted webinars for Private Care Association members on nurse registry operations, marketing, and compliance topics.
Healthcare Education & Industry Resources
Together with his brother, Shae Strachan, Scott co-founded C-E-U.com, an online continuing education and caregiver training platform. Scott helps develop educational content using his clinical background, nurse registry experience, and knowledge of healthcare regulation.
He is also the founder and host of The Nurse Registry Podcast, where he discusses licensing, compliance, independent contractor issues, operations, and other challenges facing nurse registry owners.

Why Nurse Registry Consultant?
Nurse Registry Consultant grew out of Scott's experience watching prospective owners struggle to understand a regulatory model that can be difficult to navigate from statutes, rules, applications, and forms alone.
After operating within the Florida nurse registry model since 2007, Scott recognized an opportunity to help new owners understand not only what AHCA requires for initial licensure, but how those requirements translate into an actual operating nurse registry.
His consulting focuses on practical guidance through the startup and initial licensure process, including understanding Florida's nurse registry requirements, developing policies and procedures, preparing required documentation, establishing compliant operating practices, preparing for the initial survey, and avoiding unnecessary commitments that can create compliance problems later.
The goal is straightforward: help new nurse registry owners understand the model, navigate licensure, and start with a strong foundation.
